Animal Control

The City of Norton maintains an animal shelter to house dogs and cats which are running at large or are abandoned. The City encourages adoption of these animals if they are not claimed by their owner within three business days.

Pet Registration

Dog and cat owners are to register their animal at the City Office each year by February 1st. Registration is required for any animal over 6 months of age. The annual registration fee is $5 for any spayed or neutered dog or cat, and $25 for any dog or cat which is not spayed or neutered. The owner must present a current rabies certificate of immunization in order to register the animal. Upon registration, a license tag will be issued for the dog or cat. The minimum penalty for failing to register a dog or cat is $25.

City Ordinances

It is unlawful for the owner of any dog or cat to permit such animal to run at large within the City. Any dog or cat running at large shall be subject to impoundment.

The owner of any dog or cat impounded for running at large, without a tag, shall pay a fine of $100.00 plus the board bill for the first offense; a fine of $150.00 plus the board bill for the second offense; and for the third and subsequent offenses a fine of $200.00 plus the board bill.

The owner of any dog or cat impounded for running at large, with the required tag, shall pay the following fine: for the first offense, the owner shall pay a fine of $50.00, plus the board bill; for a second offense, the owner shall pay a fine of $75.00 plus the board bill; for a third and all subsequent offenses, the owner shall pay a fine of $100.00 plus the cost of the board bill.
